There are two ways to improve dial-up performance.
1. Under the modem properties, set the speed at 115,000. This is twice what the modem will actually handle, but it speeds things up internally just a bit.
2. Find an external shotgun modem that can make use of two phone lines, assuming 2 can be available or you want to pay for a second line

DSL is much faster than dial up, and only 12.99 a month with sbc/at&t.
