As a general rule of thumb, more RAM. You probably have only 256mb which would cause Windows XP to run slow. Hence, I'm guesstimating due to the fact that I don't know your particular system and operating system. If you're referring to your internet speed, that's different. Get DSL or cable. If you have that already and are still slow, it's either RAM or configuration settings in your registry. In which case I would recommend using Dr. TCP which can be found by clicking the tools link at http://www.dslreports.com This can be used to "tweak" your system for higher bandwidth.

The primary ways are to --
a. upgrade the processor
b. add more RAM
c. upgrade or add a video card with its own memory
d. reduce the number of programs running in the background by closing those in the System Tray that you're not actually using.
Forget overclocking. You can do it, but it causes the processor and memory to overheat. If you're running a modern Pentium 4 or Athlon processor, overclocking probably won't help you anyway. The processor is already running faster than memory and the hard drive can feed it data.

Rodney is right. But we don't know if the computer has been getting slower-if so:
Memory-
More is generally better, but there can be economic factors as well. If you need to improve performance on an old computer, this is the best way.
Anti-virus-
The very best antivirus programs are free-
Spy-ware, etc: Ewido.com, ad-aware (www.lavasoft.com), spybot search and destroy (www.security.kolla.de) Google a websearch specific toolbar too.
Anti-virus, there are two free ones that are superior: www.grisoft.com has AVG, and www.free-av.com has avira anti-vir. You can only run ONE anti virus at a time, but can run multiple spywares. Download and install these programs, and boot your computer to safe mode (hit f8 on a re-start BEFORE windows comes up). Run them from safe mode. Good luck.

. It frees up some of your ram by putting it in the pagefile and that helps you load programs faster. You could also use the disk cleaner tool under start, accessories, system tool. Then use Adware and Spybot which you can download at download.com. Those two programs should get rid of spyware that might slow your computer down.

Reduce the number of programs running on startup. Start>Run and type "msconfig" and hit enter. Click on the startup tab and uncheck programs that you do not need to start when the computer boots. Do not turn off antivirus firewall or virus programs.

increase the RAM, make sure that there are no 'useless' application running in the background. Check the botton-right corner of your screen.Close those application that you are not using.
