Try suspenders...or some body building/Sculpting that will build up muscle that will create some hips and bottom with a defined waist.

You can hem the pants to make them tighter. Cut out a section of the waist band. Then just sew the ends together. I would recommed the cut out section from the posterior side of the pants.

Normally if the item of clothing in question is like old and beyond salvaging, it'd be best to just chuck them out, really.
Either you could use pins or a belt to hold them up temporarily, but if all that fails, take your pants to a tailor & have 'em alter it with drawstring (much better; guaranteed to stay up)

You can us a small rope are even an electric cord to hold them up that will do the trick..Go to the children department I bet they have some that will fit..
