I have the same problem with sensitive skin but darker complexion, I am part irish, german, and cherokee. I cant use any soaps on my face at all, or toners or astringents. When I get up in the morning, I splash water on my face and neck and when its almost dry, I apply a good moisturizer. I use moisturizer to remove makeup. I dont have dry skin anywhere, just no soaps, etc. I have good luck using peel off masks made for sensitive skin about once a week. You can make a mask of honey, milk, oatmeal and almond powder to soften as well.

I always really prefered bying my skin care in a store where I can try it. Recently I came a across a company with natural skin care that offered free samples before making a full purchase. I tried their stuff and was really impressed, even after I took a glance at the ingredients list.
