The eyes are the gateway to the soul. When you look into someone's eyes, you are looking past their outer appearance and into the deepest part of them. People fear it because it makes them feel vulnerable and maybe they do have something to hide (maybe its not what you expect). So do not always assume someone is lying when they fear looking you in the eye.

Depends on what culture or if it is a man or woman. To some people it's rude to not look at someone in the eye, others think it's rude to look at someone when answering a Q. Don't think it's shyness or lying....think it may be culture.
Eye contact can cause problems in most cultures if you think about it.

If you are picking a fight with me you may look me in the eye.
If not you have no need to look in my eyes for anything but a quick glance. I just might ask you if you like me and want a kiss or something because you are making a lot of eye contact. If you are male you either want to fight or you are a fag which just might get you in a fight.

It is not out of shyness or fear that one avoids looking into the eye.
It is to avoid any sort of Commitment , we have to avoid eye contact with some people , not all.
For example,
If you look into the person's eyes sitting opposite to you, they will plead for your acceptance with their eyes which is more powerful than verbal request.
So, it depends on the need of the moment/situation

When I was a teenager I could never look a cute guy in the eye. If by some miracle he spoke to me I couldn't look at him for more than a milisecond for fear my heart would stop or I'd pass out or something.
Maybe you're just too damm attractive! lol

Shy and awkard for me. It is also a sign to keep strangers at their distance and not impose uninvited.
In certain Asian cultures looking down is a form of respect and modesty. Eye to eye contact can be considered rude.

Shyness sometimes people just do not want to be bothered.
And all that their lying or the eyes tell you about a person is a lie.
I know people who lie are the main ones who look you dead in your eyes. It depends on the person.

Its not cause of LYING OR ANY OF THAT CRAP. If you want to look at the eye dont you think its akwards when you do it for a long period of more than 5 seconds.
Usually i tried to avoid direct glance into the eye by woman as most of them fall in love with my attractive blue jewish eyes when we have direct eye contact. I want to keep them focus on what we discussing and not to be lost in lust for me.
For men, i have nothing to say except stop staring at me in the eye or you will get your gay ars3 kick!

Well.. avoiding eye contact when YOU are talking to a person is indicative to me that they are not telling the truth or do not want to tell the truth.. Yes, some people say it is shyness, etc but call it what you want.. if a person does NOT look me in the eye when talking to me.. they are not sincere.. period.
