France, Belgium, Netherlands, Luxemburg, Denmark, Norway, Austria, Italy (after Mussolinni was deposed), Egypt (Britian), Poland, Czechoslavakia, Yugoslavia, Greece, Latvia, Estonia, Lithuania, and USSR. They also assisted their allies in Hungary, Romania, Bulgaria, Finland, Tunisia (Vichy France) and Libya (Italy). They set up puppet governments in Vichy France, Slovakia, Poland, and Ukraine.

Sweden was a neutral country and unoccupied in WW2.Of the others only Finland was not occupied by Germany, but by The Soviet Union.
