When asking: "How many a are in b?" you take b/a... This case is no different,
(1/10)/(1/100) = (1/10)*(100/1) = 100/10 = 10

In counting, we have units place, tens place, hundreds place etc., But, one tenth is below one, hence it has no meaning in saying 'how many hundreds are there in one tenth'
