Your IELTS score would be one of the papers, so I'd guess do that first. (Assuming you've checked and they accept the IELTS; I thought they preferred TOEFL.)
English tip for you: Don't put ad adverb between the verb and the direct object. "Do I have to first take the IELTS" is better.
