Well, a woman in Russia in the 18th century gave birth to 16 pairs of twins. She also gave birth to seven sets of triplets, and four sets of quadruplets, having had 27 pregnancies (looks like no singletons!) and a total of 69 children, 67 of whom survived infancy.
I don't know if that's the most sets of twins, but it is definately up there, if not at the top!

I've seen a story of a woman who had a single birth then she had 2 sets of four babies so she gave birth to 9 children in less than 3 years.
