I'm writing a speech for congress. Apparently in NYC it's illegal to talk in elevators, so I have to pass a resolution to allow people to talk. So far I have there could be an emergency, freedom of speech (does this apply????) and I can't think of one more... Any help would be appreciated. I dunno if the free speech would apply, since it's not a matter of what they're saying, but where they're saying it...

Freedom of speech would apply, as long as the other person is not infringing on someone else's rights or causing mass panic inside the elevator.

What about people with Tourette's Syndrome? They can't help talking sometimes. A medical abnormality cannot be helped.
Or toddlers? Does a mother have to cover her child's mouth to prevent him from speaking in the elevator? What if she suffocates him on accident? Oh I can see the law suits now...

freedom of speech is more about choice of topics... don't think it applies in this scenario

I never heard of that law, where is it listed? How did this law come about and who initiated/petitioned for it? There are many laws that have derived from law suits, that were ruled by judges. Was this law ever enforced?

Does this apply to cell phones only? or people talking to each other?

It makes no sense on why a person can not talk in an elevator! I'm sorry but you should not have to stop talking to whom ever you are talking to cell phone or in person just because of this rule! What is their reason for making this law? Do they have a good reason?

I think freedom of speech applies... I think...
How about instead of why? ask why not?...

Where did you get the idea that it is illegal? I have lived in NYC for 15 years and as far as I know there is no such law. Sounds absurd to me.

Talking takes up oxygen plus adds co2 gas and if someone has stink breath , think of it, so just listen to the freaking music and shut up,

just don't holler "FIRE!!! " you may want to consider yelling out "GIANT MAN -EATING AARDVARK"!!! i don't think that's illegal to say in elevators
