All foetuses are female hormone controlled until a certain stage in pregnancy, when the male hormone testosterone kicks in. Therefore, everybody naturally starts their life with the capacity to grow breasts, and nipples in the foetus eventually destined to be male are too defined by the time the testosterone does its magic.

To make people ask questions about it ;-)
Seriously, it's because all humans start development the same way and must share many similarities. After a certain point, sex hormones take over and steer development in the appropriate direction. You would be surprised how many structures are similar in men and women. For example, female genitalia bears a faint resemblance to male genitalia (much more faint than the nipple thing, I assure you). Some of the parts are even named the same in both sexes. Check the links and I'm sure you'll see some similarities between the clitoris and the penis. And men's bodies use some estrogen and women's bodies use a small amount of testosterone (the brain produces testosterone as well as the testes). Interesting, huh? Good night!

because a women's eggs are all female--- they have the xx chromosome
but a males sperm can have the female xx chromosome or the male xy chromosome--- so if the xy chromosome changes the egg to become male, the males still retain their nipples because the egg still has xxxy ---3 chromosomes that are x, get it?
x's are females, and
females are the prototype for the human race so there!!
women shall rule the earth!!!
