It sounds like you might have a virus. Do you have AntiVirus software installed on your computer and, if so, have you run a scan?
If you don't have AV software, one of the best, per user ratings, free packages available is Avast. You can download it from here:
http://www.download.com/Avast-Home-Edition/3000-2239_4-10533644.html?tag=lst-0-2
Then, try booting into Safe Mode, download it, install, update, and run a scan and hopefully you will get everything sorted out.

See if you can boot the system in Safe Mode by:
Turn the computer on
Begin to repeatedly press the F8 key until a screen apperas allowing you to select Safe Mode
When you computer starts in Safe Mode everything will look larger than normal. This is suppose to happen in Safe Mode. Will return to normal on the next reboot.
The messge you have listed usually happens when one of the Windows update did not complete correctly. Often booting into Safe Mode will allow it to complete.
Let it sit for a few minutes to give it time to complete the update
Reboot the computer and hopefully it will come up normally

You could always try WindowsXP SafeMode:
1) Start PC
2) Tap F8
3) Choose: Safe Mode With Networking
Then try fixing the problem from there: the computer shouldn't restart.

Go into the control panel and click on "Internet Options" . Delete all files and cookies. Restart the computer and see if that helps.
If nothing else works try reinstalling your Operating System.

Your computer had been infected by a sasser worm, the option would be to log on to safe mode with networking then go to support.microsoft.com and download the malicious software removal tool.
