there is no 'better starter' for any of the games. it's all a matter of preference.
personally, i like getting a female torchic, so i can breed rockslide into a male child that i keep in first stage evolution until he gets flamethrower, and i'll then evolve, and use a heart scale to get slash and double kick
but each starter is good, when you give them the right moves. in ruby/sapphire/emerald, there are a few water types you'll be able to get, and a few grass types you can get... but it will be a while before you can get your first fire type

They are all good. If your new to the game, you should try out with Mudkip. But for a more harder challenge try Treeko. But look at it this way. If your playing Saphire, you'll run into Lotad at the start of the game so if you choose Treeko, then you have an advantage against your rival. If you think about it that way, you can decide. Most people like to start with Mudkip and the other two are a tiny bit more challenging depending on what game your playing. People play it different ways.
Ps: Mudkip, Treeko and Torchick are not the only 3 starter pokemon you can get. If you get cheat codes like I did, you can start out with pokemon like Lavietar.(Sp.)

Any of the three are good. I've played through with Mudkip and Treecko, both good choices. I think Mudkip is slightly the better choice. You will meet trainers of all types early, so it's good to catch a full team of diverse types early and train them all evenly -- this is more the case with ruby/sapphire than with the earlier red/blue/yellow and gold/silver/crystal. Personnaly i think it's easier with Mudkip. Go for Torchick for a more challenging game. I don't really like Treeko (not cute).

i have both games when i first started sapphire i chose mudkip
because it was cute. then when i got ruby i chose torchic not because it's cute but will turn into a strong blaziken later. don't choose your stater based on it's cuteness choose it on how strong it will become. good luck :)

i played all of the starters. get torchic if you want a strong pokemon(always keep double kick when you get it), mudkip if you want a contest winner and treecko if you want a fast level up-er

I never liked Treeko though. He's not that stong...
