Last year it was decided, and then in Spring it was changed. When they changed it then, they gave advanced warning that the price would be going up a bit more as soon as next spring.

I am not sure of the exact date they became 39 cents, but I heard on the news recently that the stamps will be going up to 42cents each soon...........

The beginning of this year. They are going to be going up again but not sure when.
