I think at around 15, one of my friends actually told me the next day after she tried it out. I believe she was 14 or something? Yeah well some girls never masturbate until 18 or their 20's its just all random in a way, but there is a good chance hormones will give them an urge so yeah.
Of course im not a girl so i completely wouldnt know.

ive worked with children from birth to adults in their 30s and older and everyone is different. ive seen as young as 2yrs and heard of some who have never done it at all

SOME GIRLS MAY START AS EARLY AS THEY CAN FIND THAT THING, OTHERS WAIT UNTIL SEXUAL MATURITY. SOONER OR LATER THOUGH THEY ALL DO IT JUST LIKE THE GUYS DO IT TOO.

im assuming you mean "menstruate", if so, it usually happens around the age of 11 or 12, but some women may start as old as 18 or even 20. if you literally mean masturbate, they should be able to when they are able to have sexual intercourse, which is the same time as when menstruation begins.
