It goes back to the view of marriage as a legal contract. Historically, betrothal was a formal contract and up until recent history (even in the US) only men could enter into contracts with other men.

Typical steps of a betrothal were:

1) Selection of the bride
* usually done by the couple's families with bride and groom having little or no input
* this is no longer practiced except in some cultures with old-fashioned traditions (i.e. Saudi Arabia), and most of these have a requirement that the bride be allowed at least veto power
2) Negotiation of bride price or dowry
* in modern practice these have been reduced to the symbolic engagement ring
3) Blessing by clergy
4) Exchange of Vows and Signing of Contracts
* often one of these is omitted
4) Celebration

It is a tradition going back nearly as far as recorded history, and it transcends most cultural and ethnic boundaries. I think it mainly comes from the previous role of the man as the decision maker and bread winner in a relationship, and may even be an offshoot of the dowries paid in medeival Europe.

Besides, if a girl dropped to her knee and slid a diamond ring onto a guy's finger, he'd likely hock it for a plasma TV.
