YES we need to get rid of rule 22.
I think having a complete majority in all 3 branches has taught us the we need the power of filibusters to even the playing field.

Filibuster is a long time tool used to dissuade certain votes or at least delay it.. When it is done without principle, it becomes an invaluable and wasted amount of time.

I observed this in an aviation magazine approximately 20yrs in the past. this is as valid now because it replaced into then. curiously, those rules are the rabid scribblings of multiple advertisement pilots. nonetheless quite humorous although. happy landings.
