Because he like bossing around the other guy who kept getting worked up. I don't remember their names, but that was the funniest part of the movie.

because he saw what a monster bill (who would use his swords to kill w/o any honor or anything) and no longer wanted to make instruments of death. when Kiddo went to him to make her one thats the reason he made her one is because he thought she would be able to stop him
