I am not sure what you want to shrink wrap, but you can buy the plastic shrink wrap and shrink it with a hair dryer. If you just want to wrap something up, you can also buy stretch wrap. That stretches by wrapping tight as you pull. Available at any store that sell shipping supplies.

you can buy shrink wrap from a craft store, tape it around the object and use a hair dryer on low to shrink it. It's so easy!

I dont know of any off hand, but most gift shops that make baskets do it, or if you want to do it yourself, use saran or cellophane and then use a blow dryer to shrink it around whatever you are looking to wrap.
