This is a legit question. I remember hearing about it in some documentary on the discovery channel. I want to say it happens in Scotland, but am not too sure.

I think you're thinking of log-tossing.
My best guess is that it was invented in the mid-1970's at the same time Mr. T was "discovered".
I remember as a kid watching a hyped show called "The World's Toughest Bouncer". They had invented several "events" for the contestants to compete in. One of the events was throwing a person. They had, for back of a better word, a "midget" in a harness they were throwing as far as they could into soft mats to simulate throwing someone out of a bar. That guy was having the time of his life! They had arm-wrestling, etc. Mr. T was a contestant on that show, and if I remember right, he won. He was an overnight sensation. At school the next day that's all we talked about, Mr. T. It wasn't long and he was in the "A Team", etc. At any rate, once that spectacle hit the air, we started to see "dwarf-tossing" come along later. Maybe it existed before, but I doubt it. I think the show "The World's Toughest Bouncer" was the inspiration.
