If you are looking to primarily have copies for friends and family, then I wholeheartedly agree with the suggestion of using www.lulu.com to self-publish. I've had nothing but great service come from them.
If you do want to go the traditional route (despite the previous comments' warnings), then check out www.writersmarket.com or head out to the bookstore to look for the book of the same name. They have a wonderful database of publishers, so that you can find just the right one. Also, when you're at the bookstore or library, take a look at other books similar to your daughter's. Check to see who published them, and then research what guidelines they have for submissions.
Many publishers will only want a query letter at first, and an outline of the story. Some won't consider any books unless they are submitted from a literary agent. Take your time and do your homework.
I'd also recommend taking a look at another book from the Writer's Market Library, called Formatting & Submitting Your Manuscript. It's one of my favorite references when I go to submit work!

You could self publish at places like Xlibris or iuniverse or any number of self publishers you can search via internet. You have to pay for it yourself, but could probably do it for a reasonably low cost. Check to see if they will print your art, especially for the cover; some of them have their own art departments and place the art in templates. You may be able to negotiate if you send art in their required format (ex: computerized format like a PDF). They will furnish the ISBN number, but they don't edit, so you would be solely responsible for the content, spelling, and some or all of the distribution.

If i were you, i would use a self-publishers. I published through www.lulu.com , it is free.
Lulu are quite an amaziing self-publishers, and they publish for people of any age.
They publish books in color as well, if you want any pics in the book.

Well, to publish a book my someone that young of age could be social suicide to her if she doesn't have tough skin. Publishers/ghostwriters are extremely rude and they'll criticize every aspect of your daughter's book. However, if you really want to you may want to talk to her teacher or librarian.

I'm going to say this straight up ITS A NIGHTMARE.
Publishers are the most rude and arrogant people on earth.
You won't be able to do it. Keep your sanity and have the book as something special between you and your child.
Another option is to blog it and hope it picks up some intrest (it wont)
