In California you can grow up to 12 plants for your own use if you have a medical marijuana license which requires proof, signed by a licensed physician, of a medical condition that may be treated or relieved by its use. I really don't think athletes foot qualifies but good luck.

There may be two answers to this question. The first answer is that the Federal Government says you can't grow any. But various states, including California, are challenging the Feds on this. So, depending on the state you live in you may be able to grow a plant.

As long as you hang it from your rafters so the police can't recognize it (since it's upside-down) as much as you like.
Oh, and get yourself a small fan, so no one will smell it either.
