A fan's purpose is to keep the microprocessor from overheating. During processing the chips generate a lot of heat and if not cooled, could melt components. Heat is the enemy to a computer system.
If the computer keeps shutting off it is probably due to a bad CPU fan. This is a built-in safety measure to keep your processor from melting/fusing. Processors are very expensive and it's a lot cheaper to replace a fan then it is a processor.
I once had a computer that was spontaneously shutting down. Everything was working just fine but there was a problem with the BIOS. It misread the CPU temperature and kept shutting down the computer. I flashed the BIOS with a newer version and that fixed the problem.

the reason there is a fan in the computer disk drive is exactly that, to keep the product cool. Because this is an important part of the computer and frequently used it easily gets hot and it is important to keep it cool to keep it functioning properly. The computer can run forever, but you just be wasting your own power, thats why there is an option to turn it off. But yea you should turn off your computer.

A HDD cooler is an important part of a harddisk specially if you are running on a 7200 rpm or a Raptor that runs on 10000 rpm. Faster Harddisk specially the newer ones has the capacity to run at maximum speed producing a high temp. Harddisk cooler will try to minimize the heat produced by your harddrive and maintain it to the normal working temperature. Intel P4 has that feature to automatically shutdown the unit if it reaches the maximum working temperature to prevent damage on the motherboard and unto the processor as well. There are a lot of utilities to set this maximum temperature, you can even find one on the motherboard Bios settings.

The fan cools down the processor chip. CPU Warning Temperature enables you to set a level at which you're warned when things are getting too hot, and CPU Shutdown Temperature allows the BIOS to shut the processor down should you not take heed of the previous warning. It could be your BIOS system settings need to be tweaked.
