It's called a clapper or a clap board and it is used to synchronize the sound with the video portion of the flim. When these two are improperly alligned the voices are a little bit off of the character's mouths. But when the editor matches the sound of the clapper with the visual of the clapper coming down and striking the lower board, then they know that scene's sound and visual components will match perfectly.
