There is no single answer to this question. It depends on the resolution of your image. If you are making a prospectus, a good resolution to choose would be 300 dots per inch. One inch is 2,54 cm. So 15 cm is 5,9 inches. In this scenario, it would translate to 1771 pixels.

425 pixels would be the right answer at 72 dots per inch instead of 300. But 72 dpi is not enough for a printed prospectus. 72 dpi is good for web images.

Anyway, it doesn't really matter. Whenever you create a new image in photoshop you can choose to indicate the dimensions in pixels OR in inches OR in centimeters. You can directly choose 15 cm there.

Photoshop will also ask you the resolution, I suggest 300 dpi (dots per inch)

Well, when I make a new image in photoshop at 15cm by 15cm, it says it is 425pixels by 425pixels. Why do you think this is wrong?

You may be having an issue with resolution size. A picture that is 72 dpi (dots per inch) is going to look smaller on screen than a picture that is 300dpi.

Let me rephrase my earlier answer. At 72dpi 15cm is 425px. At 300dpi, 15cm is 1772pixels.
