We're totally confused. All my wife did was turn off the hot and cold water under the sink, cleaned the handle of the faucet, put the handle back on, turned the hot and cold water back on under the faucet and now the water is barely coming out.

It sounds like you might have knocked loose some debris from inside the faucet that's clogging things. You get a lot of build up in pipes, especially if they're galvanized, but also even in copper. I think you'll have to take apart the faucet again and try to clean it out. If that doesn't work, you might have to call a plumber.

A common problem. If the faucet has a screen nozzle, take that off and run the water full blast. If that does not dislodge the crud, you may have to pull apart again to clear the passage.

means that you have some type of debris in the pipes you may need to remove the faucet and clear the pipes

The valve might be stuck. Replace,they're cheap.
