If its a police vehicle and their lights are on.. you are liable no matter what.
If its an ambulance and their lights are on ..they are usually liable no matter what (depending on state).
Other than that, its whoever is at fault.
Some states have a no-fault rule which means if you are in an accident the fault is split 50-50.
The rules on who is at fault varies by state not necessarily insurance companies. Every company has to follow guidelines set up by the state.
Note: My car was hit by my daughters school bus. I called the school and they gave me the number to the district who then gave me the number to the insurance (risk management). I recieved a check in a very short time. So, in this incident, its definatley the bus who is at fault and will payf or the repairs to your boyfriends car (unless of course you live in a No Fault state). Have him call his insurance company. They are there to help you too. They can pay for the claims under uninsured then go after the insurance for the bus (leave that as a last resort).

There is no difference than if a privately owned vehicle was involved. If your car was legally parked you should not normally be liable for any accident. Municipalities are usually self insured and you make a claim against their risk management department(their version of insurance company) . If you have full coverage you can contact your insurance company to act on your behalf,if not then you can contact the municipality directly to file a claim. They may drag their feet in paying(read slow) but that is how bureaucracies are.

If your vehicle was parked the other vehicle is at fault. The only difference is that many municipalities make you report a claim usually within 30 days or you forfeit your right to collect.

And if you do not have govt required insurance, then it is your fault.
