Sorry, but it can't. 9 can only be divided by 3 or a 9, while 28 is not able to be divided by either. Therefore, you can't simplify this problem. If you have a graphing calculator you can put it in there and then turn it back into a fraction to see what the simplified version is. That's what I do when I'm not sure!

No, it cannot. 28 can be simplifies using 4,7, 2,14 , . 9 can be simplified using 3 or 9.
