I do my friends' makeup a lot... and I've found that my favorite look (their favorite look, too) for any eye color is a rainbow effect. The two most important things are (1) bright color and (2) shimmer. The two of these together seriously can make your eyes POP. Always choose at least 2 colors to put on your eyes. For example, what I usually do, for my friends who have blue eyes is this:
Put a light cream color, or a really light green, all over the lid (just to brighten and shimmer it up a little bit). On the outside corners, put a medium purple. On the bottom lid, get a skinny eyeliner brush and apply a pretty medium blue shadow or a bronze-orangy shadow (don't apply the shadow all the way to the inside corners, only about halfway).
To be honest, any 3-color combination can make any eye color pop. Like I said, just stay away from cakey or matte colors, because they can really end up looking chalky and blah.
One more tip... if you're in a rush and don't want to use 2-3 colors, the one color that makes blue eyes even brighter is anything with a bronzy tone. (Always go with the opposite color of your eyes. The opposite of blues are oranges).
As for the foundation, I'm the wrong person to ask because I have terrible skin and I swear by BareMinerals... I can't use store-bought products haha. Good luck!

I think a gold color would look nice also a light shimmery red, a shimmery silver and light shimmery brown. Channel has great colors. For the face if every foundation makes your skin oily than it's not the foundation it's your face so wear oil free makeup all the time. I have very oily skin but I've learned to control it by washing my face with oil free products and wearing only oil free make up. Buy Physicians Formula face powder, you can get it at Walgreen's it's pretty cool. Good luck

Colors like navy blue, green, purple or any other darker shades of normally light colors would be the best way to go (if that made sense). Im not sure of any specific products to use but those would be good colors to wear either for clothing or makeup.

To enhance your blue eyes use brown, light blue, or rich coppery colors. For blush use Stila Push up Blush in nude flush. Use black brown eye liner and black brown mascara. Mac studio fix powder is the best powder or Clean and Clear Shine control powder. Dior Lipgloss is the best.

golds, browns, bronzes, coppers
i have a similar composition
i don't know about powder as i don't use it because it makes my skin worse

i look similar to you and i look good in violets and bergandys so i would try some if i were you also shimer looks good on ALL skin tones
