To get your attention, since most people do other things during the commercial break.
It can be very annoying. I noticed some stations or louder than other stations. I get so tired of adjusting the volume on the remote, depending on which channel I'm watching.

commercials pay for the program the better the program the more commercials cost so the tv networks get more money

NO idea but the is stupid. Though it's common since that everone pays more attention to the commercials than the thing that's on. So no one cares if they can hear the show.

Because when someone was doing the programming, they didnt set the volume correctly.

Well, to grab your attention (SOME commercials) or be annoying (car commercials. They act like you're deaf...).

I don't know, but it certainly is annoying. Also, sometimes when I change channels the volume almost blows me out of my chair.

Yeah, what flower spirit said...also they are configured to be brighter and more vibrant than the shows.
