If you mean in chemistry it means that the element or compound has the maximum amount of electrons on its outer energy level, which keeps it from trying to shed or gain electrons, thereby rendering it "stable".

usually associated with equilibrium.. think of a slanted surface vs. bowl.. it's like a ball on a surface.. if you move it and let go and it comes back to the original position then the position is a stable equilibrium.. if it keeps moving then it isn't..
