I'm looking for methods to permanently reduce or eliminate them - not a "quick fix." Thx.

Anything cold will reduce swelling. However, you might want to consider the possibility that your under-eye bags are caused by allergies. Allergies can be hereditary. I'd get checked for allergies before resigning myself to living with the bags.

Sometimes a cold or warm compress may help, or wet some tea bags and place them on your eyes ( Lipton or your store brand work just fine no need to get all fancy.)
