Because Arabs held all of the positions of significant power. Islam was the uniting force, but all the pweople pulling the strings were Arabs

Islam is a religion rather than an empire. You can be Muslim but not necessarily an Arab

It's a matter of labelling. But non-arab muslims - mawlas - didn't have much power. The caliphate existed for the benefit of an Arab muslim elite.
