You have two several ways to understand it:

a) 4/9 = 8/m you may use the crossed product and obtain
4m=9x8 and then m= 9x8/4 = 18

b) Other way is to take the inverse
9/4 = m/8 and now you try to multiply the first so that the denominator change to 8.
9x2/(4x2) = m/8 and you get 18/8 = m/8 then m=18
