Yes, there are firm plans for a return human mission(s) to the Moon, beginning around 2018. Go to www.nasa.gov and read all about it. This time we will be focusing on the Lunar poles, since there may be water there. A trip to Mars may occur within 10 years after that. If you are interested in the topic of a human mission to mars, I highly recommend the book "The Case for Mars" by Dr Robert Zubrin, PhD for a down to Earth nuts and bolts practical discussion of what such a mission might entail.(Or maybe not so down to Earth?)

personally I think it won't happen. As much as we would all like to see humans clambering around in space, it is an incredibly hostile environment. I think robotics will overtake the technology that preserves human life, such that it will become more and more uneconomical to send humans on space exploration as time goes on.
Also consider communication and the media. Just think where all the new technology is going. Robots will go and will send back images so real; images that you and me can pick up on whatever receivers we have in a decade or so. And so real, that it's like we all get a chance to experience it, rather than just the lucky few astronauts.

From what I understand, they're planning on making a base to be a jump-off point for missions to Mars.
They'll be sending up rockets - very similar to the Apollo style - rather than shuttles, which are due to be retired within the next few years.
