Thats not the joke, it goes:
Theres two fish in a tank. One says to the other, how do you drive this thing?

fish wouldnt be allowed to drive a tank under legal legislation makin your question defunkt & pointless, apart from it being physically impossible at current levels of technology.
get real and stop askin dumb questions. i mean was you in a road accident with 2 fish in a tank n there both denying driving ? thats a question for pherensic science not yahoo
