Depends on why you are asking. Copy of your own birthcertificate can be done at the courthouse. Either downtown or Clayton depending on where you were born.
If you want the birthrecord for a woman who gave birth then Jeff City..and good luck if you are searching for adoption / birth parent reasons...Missouri is locked tighter than a drum.

Department of records on Olive Street or on Page Ave. You did mean birth record, correct?
