there is no answer to this question. even two molecules of water condensed together have an atomic mass of 36 compared to oxygen's atomic mass of 32. clouds are composed of water much more condensed than two molecules, and surrounding particles. as such, the reason clouds float is completely undetermined at this time and there's a nobel prize in store for whoever can figure it out.

The white "cloud" you see when you look at boiling water on the stove is not water vapor. What you see is small water drops, coming from water vapor that has cooled of a little bit and condensed back into fluid water.)
Clouds consist of small water droplets or small ice crystals. The clouds float in the air because of rising air under (and in) the clouds.
If the water droplets or ice crystals in the clouds become too big and heavy, the rising air will not be able to keep them afloat, and they will fall out of the cloud as rain or snow.

Basically, the weight of the water is spread out of a very large area and each of the dropplets is very tiny. Even the smallest air current underneath the cloud is enough to keep the droplets in the air.

There are two parts to this answer:
1) Water vapor (H2O gas) is lighter than air, because two hydrogens and and oxygen are lighter than two nitrogens or two oxygens. Water vapor tends to rise through the atmosphere until it condenses or freezes.
2) However, clouds are not made of water vapor, they are made of tiny droplets of liquid water. These droplets are falling. The big droplets fall fast (rain) and the small droplets fall very slowly (clouds) but they are falling. Updrafts may carry them up, but there are an equal number of updrafts and downdrafts and on average the droplets are falling.
The answer to your question is: clouds are always falling, but they are also always being renewed by rising water vapor.
