Very good question, and even more interesting since you said that only mortals. As you all know, the hammer weights a lot so I don't see any way how Captain America could lift it. The Hulk could, he's strong enough but you might consider him an alien and not a human. The only person that is both a mortal human and strong enough to lift up the hammer would have to be Magneto. Now he won't lift it up using his hands duh, but the hammer is made of metal and as shown in some issues where Magneto took control of it and defeated Thor, I think that's good evidence that shows that Magneto, a human has the power to lift up Thor's weapon. Although the hammer weights so much, Magneto can lift more then 100 tons of metal that is, as shown on marveldictionary.com.
Some other humans that could do it are Franklin Richards and Proteus. This is because both can altern reality and transform the hammer into a niddle if they wanted to or simly take away its enourmos weight.
Another one might be Jean Grey and Rachel Summer. The could both use the power of their minds to lift up the hammer, but I don't think that they are strong enough.
The Juggernaut could probably do it since he is so strong and he's human too. The Thing might but I doubt it and he's kinda alienish anyway.
Oh, of course, Ironman could. He's in the 100+ ton category too and he's 100% human and he's good too so he shouldn't have any problem lifting it.
Other then those mentioned, I don't see any other mortal human that could, only the Gods and cosmic beings or aliens.
P.S. If you are going to say that Captain America is the ONLY humna that can do it just because he is 100% pure hearted and has nothing to do with his power then I don't see any reason why Spiderman, Dare Devil, The Black Panther, Cyclops, Mr. Fantastic and all of the other superheroes the dedicated their lifes fighting evil, couldn't lift the hammer. I mean can you be more partiotic then risking your life combating evil?

No unworthy living being can lift the hammer from the ground.

+ Odin
+ Captain America
+ Beta Ray Bill
+ Buri (alias Tiwaz, Thor's paternal great-grandfather)
+ Red Norvell (with the aid of gauntlets)
+ Eric Masterson (both before and after merging with Thor)
o Other
+ Superman in Avengers/JLA #4 (2003), but a few pages later he cannot lift it. Explanation was given by Thor that someone might wield Mjolnir shortly if the situation calls for it to happen.
+ Wonder Woman in Marvel vs. DC #3 (1996)
+ Magni (son of Thor in "Thor, Lord of Earth" future)
+ Woden (son of Thor in the Guardians of the Galaxy future)
+ Dargo Ktor ("Once and Future Thor" future)
+ Ultimate Hulk (in the Ultimate Avengers Movie), Although this version of the hammer has been implied to not be of mystic origins.

Not that I am aiming for the 10 points, but I think another answerer stated that Capt. America was a mortal to lift Thor's hammer, and I think he is right.

Captain America! He and Thor were fighting some villain, they were both pinned down and Cap's shield was out of his reach. But the hammer wasn't. He KNEW it wasn't his, but Cap reached out in desperation and was amazed to find himself filled with the power of Thor!
He beat the bad guys and rescued both Thor and himself in the process. When he returned the hammer to Thor afterward, Thor himself admitted that he had never met a worthier man that Captain America, or one that he was more proud to call his friend.
I think that it shows up Captain America's decency and nobleness, that he wasn't jealous of Thor afterward, or plotting how he could get the hammer away from Thor for good and keep it next time. THAT is Cap's real super power, of being a shining example to us of purity, honesty and fairness. That's what makes him WORTHY to have the power of Thor!

Captain America, of course. Though both Beta Ray Bill, Redd Norvile and Dargo have all lifted Thor's hammer and all of them are mortals.

Are you refering to Doctor Donald Blake? Or do you mean Jake Olson? Or are you refering to 2099's Miguel O'Hara who lifted it but didn't transform into Thor? Or was it Captain America that you were looking for?

Something in my gut wants to say Captian America just b/c he is suppose to be pure and all about freedom and what not! Plus i thinkn I heard he has done it before. I could be wrong. Let me know the answer please if I am not right. ***ADDING TO MY ANSWER***
I am going to stick with my answer but if you are going to be technical with it, I am going to say Steve Rodgers, Cap's Alter Ego. If that is not right then I have no freakin' clue!!!
