If you have windows XP or something similar, playing DVD should not be a problem. Just put DVD in and windows media player would play it.
To burn DVD, your computer should have a dvd burning software installed, or atleast it should have come with a DVD burning software CD. If not, do a google search and you can find plenty of dvd burning software (free and non-free alike).

If you have USB 2.0 get an external DVD burner. I got a Samsung from www. newegg.com for $50. If you Have USB 1.1, you need to get an Internal DVD burner. I also got one from newegg for $30.

They provide a DVD burning software (mostly nero). Check the cd's that came with it.

There are specialized programs for burning but all you need to have is an enabled drive fro burning and empty Cds.
