It is a federal offense for anybody to put anything in or on your mailbox that isn't a mail carrier. It is also a federal offense to put anything in your mailbox that hasn't gone through postal service (meaning, postage must be paid).

If you are talking about what use to be Mail Boxes Etc, and is now known as the UPS store, they are authorized to put mail in those mail boxes that reside in their stores, but they are not authorized to put flyers that are not mailed in them.

There are a lot of places like Kinkos and Staples.

The only problem is that the Postal Service would be really pissed if you put them in mailboxes. They have the exclusive right to put things in mail boxes and get very annoyed if they find a bunch of ciculars as they go along their routes. Put them in front doors and no one cares (except the trash collector).
