Second - France is a major military power globally and has a tremendous influence due to its nuclear arsenal.
In addition France's economic might is larger than Britan's. The only other country that could even roust Britain from the Perm 5 would be India and it would be the Perm 6 before they let India oust France, Russia, China, GB, or the States.

The EU isn't a country so it wouldn't qualify.
But I would suggest that Germany is a stronger European choice. And India has greater economic impact. Australia has always participated in greater number to any UN request for assistance.
Either of those three make more sense than France.
