Yes, I think it is great. A quick internet search will provide lots of reviews for you (try Pitchfork, for example, and there's a good review right now on Slate).
To my mind it is a lot like "Love and Theft" his previous album -- a mix of styles, lots of blues influence and some friendly shuffles - a couple of songs could be sung by Bing Crosby, though the lyrics would be a bit out there fro Bing. There are his versions of traditional songs such and Rollin and Tumblin, and a Workingman's Blues offered with apologies to Merle Haggard, though Dylan's version shares pretty much only a title with Haggard's.
If you liked his last two albums "Love and Theft" and "Time Out of Mind" you like this one. Most of the music would fit right into L&T, and many of the lyrics could fit on TOOM.

I don't know yet. I was hoping to find an answer here for the same question, but people don't seem to know who he is.

It's excellent. Same great tracks including Working Man's Blues. Seems to have been inspired bya variety of styles but really holds well together.
