Solving the out of control traffic problem?

What do you think could be done in the future to improve this issue. Things like urban planning, more trains etc...

One of the main thing the automobile boom took away from us is mass transit, in every aspect of it.

We have fewer buses, fewer boats, WAY fewer trains, and even less people who are using a bike or simply walking.

To solve traffic, simply have a "right to pollute" tax on kilometers/year. Have a luxury taxe on all type of motor vehicule that use more than X amount of gas. Toolboth every road electronicaly. The principle of user/payer

Extra ''car'' tax for thoses who live in a different city then work in.

Stop building parkings and raise the price of parcometers. Raise the license price, and inssurances too.

Give incentives to people who drive to work with others, and reserved lane for thoses.

Add to this solution WAY more trains and buses. Give incentive to peoples who commute by foot or bike. Free access to old, childs, and students.

Build with better urban planning and plant three or do gardens wherever it's possible especially on rooftop.

Mass procude bycicles and sell them with no profits(yeah, in America?)

Teach people that cars are THE biggest source of pollution and THE source that create more green house gases.

Just a little extra since I seen this comment, about flying cars, get back down on Earth. This will use more gas than actual cars, but not just this; people are already crazy driving in 2D, I wish never to see the same people driving in 3D. Or I will never come up from my underground bunker.
