Here is an unbiased answer:

If you are talking the talent of individual players who are recruited to colleges the answer falls in step with the amount (population) of kids playing the game. Yes, its pretty straight forward here. So that would mean California 1st with Texas a really close 2nd. This is easily backed up by recruiting information.

If you are talking about the level of team play, competition, and head to head play, some amount of subjectivity comes into play. But it is likely the other way around, Texas 1st and California a close 2nd. A leading factor in the this is the popularity of High School football in Texas. There is not much question that Texas leads the nation in the popularity of High School football (huge fan bases). The logical outcome of this over the years is better organization and coaching. This seems to overcome the edge in the number of players California has over Texas.

So overall, California wins player talent but Texas wins team talent. But its really close and in any given year it can reverse itself.
