A swamp cooler is an evaporative cooler. It is basically a box that has four sides lined with a fibrous material that is kept wet with water and as air is drawn across the mats some of the water evaporates and cools the air.
The air is then blown into you house to cool it.
These can be a very effective and low cost way to cool a home in a area of very low humidity. ( less that say 20% give or take a little)
We lived in West Texas for 6 years and had a swamp cooler. Except for maybe 3 three days of higher humidity, it worked very well. We were never uncomfortable in the summer.
They do require some maintenance, cleaning or replacement of the pads, replace of the circulating pump from time to time and repair to the level control. Over time corrosion can also be a problem.

The Swamp Cooler works well in low humidity enviorments by using evaporative cooling. A pump circulates water into the airstream created by the fan unit and the air temperature is reduced as the water goes from liquid to gas.

A swamp cooler works by passing air through water, and you can cool the room down to the temperature of the water in the system. the major drawback is humidity. Air conditioners cool the air by passing it around freezing coils.

It is a sijmple device for cooling air. A fan blows air over a "wick" with one end immersed in water. The air is cooled by the evaporation of the water. Simple, effective, but raises the humidity in the area. It uses MUCH less power than any electric A/C unit but also is not quite as effective at cooling the air as the A/C unit.

A swamp cooler is a block of ice infront of a fan.
Draw backs.....you get a lot of water when the ice melts.
