Is it a vent through which air flows into the room, or a vent through which air is drawn into the air conditioner. The ceiling vent through which air flows into a room usually has two screws on two sides of the vent, you can unscrew the screws and wash the vent in warm soapy water. Make sure it is good and dry before replacing it. If this is the vent through which air flows into your air conditioner, there should be a filter on the other side of this vent. Turn the A/C off, remove the filter, then with a warm soapy rag remove the dirt. The filter should be replaced before turning the A/C back on.

I replace my vent covers every couple of years. Beats cleaning it.
If you really want to clean and/or if the vent is non-removable, then get a narrow grill or tile grout brush and use it with ammonia-based cleaner, such as windex. You can also try a pasty mixture of vinegar and baking soda.

TRY SUDSY AMONIA...IT DISSOLVES MOST GREASE AND GRIME THAT HOLDS ON TO THE DUST. MAKES CLEANING EASY. I USE IT ON EVERYTHING AN IT DISSOLVES THE "GOO" FROM MY FIREPLACE THAT STICKS TO MY MINI BLINDS AND VENT COVERS.
