Where do you think is Monterrey? in the jungle? could you find a good hotel room in Houston for that amount? Monterrey is as modern as any other city in the States, and expensive.
The less you gonna pay for a good (decent, with your words) hotel is 80.00 bucks.

try novotel or holiday inn... about 50 and 70 dlls each but they are very nice.
In the downtown and outskirts you can find cheaper motels... but some are not decent... while some others are.

i agree with campaneris a nice hotel is not cheap you better think on paying more
