I will be moving to Germany or England, and I want to carry out my studies over there, is it possible that I would get government loands for such a thing? and do colleges in Europe transfer courses from USA colleges?

Government support is doubtful if you plan to do ALL of your studies overseas. You may find financial support for a year-abroad program or co-op work term overseas. Your only real option would be private funding, mainly coming from corporate scholarships (often provided by banks and local businesses). If you want your European courses to transfer to the USA, the best thing to do is to complete your first and last years at a US school, and spend one or two years abroad as a "visiting" student through a school that has a reciprocal agreement with your university. I'll link to a program that I know about, so you can see what kind of thing you're looking for (this is from my old uni, so it won't be the exact info for you).

I studied abroad in Germany and their universities are very affordable by American standards. Foreign students pay the same as German students. As for transferring courses to the USA, it would be best to talk to a school that you think you might end up transferring courses to. They should transfer them, if they have an equivalent course. However, just because you transfer the course doesn't mean it will help you towards a particular degree.

Most US students can qualify for SOME financial aid from the US while they study abroad. You really need to talk to your student resource offices. They have loads of info. Don't let anyone discourage you. Talk, talk, talk, ask, ask, ask. My children studied abroad while in HS and during college. It was a tremendous experience. it helped them get jobs as investment bankers, researchers at the world bank, internships in Washington DC. You name it. Language can be a barrier but don't let that stop you. You are young and you can learn!!!
