Brand computers (HP, IBM and etc.) are always problem about their hardware!
are you sure f2 key is to enter bios! I am not sure!

Usually, newer computers will, by default, let you boot to CD automatically.
Try just starting up with the CD in the drive and see if it goes to the installations screen.
If this doesn't work, you need to change the boot order. Go into the BIOS (usually pressing F2 or DEL key) and change to boot off the CDROM first.

Different computers require a different button to be pressed during boot to go to the bios screen. You may need to press F1, F2 (which you already tried), DELETE, F12, or something else. You may also be able to just press F8 during the bios boot to get to a boot select screen, without having to do any bios changes.
These buttons need to be pushed during the hardware boot, not the OS boot (before you see the Windows logo).

Try pressing F10 and going into Recovery Mode, since your HP has XP on it I would assume it didnt come with a recovery disk since most HP's that have XP installed on them dont come with one.
If it did come with a disk just turn off the computer and then turn it back on and press the ESC key when the first logo appears and choose the drive that the disk is located in. Something like "3M-HL-DT-ST'DVDRRW'" Notice the part in single quotes, it hints at what type of drive it is. If you need more help I have left a link in my sources.

You're not suppose to start BIOS when you try and boot from the windows disc. After you see your logo screen it should ask you to hit any key to boot from CD. This happens right before it has the loading windows screen.

If you hold down the letter C key during reboot after you insert the CD, it should boot off the CD instead of the hard drive.
